Database management system (DBMS) software is commercial software or free software developed based on decades of knowledge and technology development. It's a very powerful tool that holds an enormous amount of information, safely for a long time. DBMS programs are complicated. It requires expertise to properly manage and maintain; it's not something you can just install and forget about.
At its core a database is just storing information and keeping it over time. When people do say "database", what do they mean? They are referring to the data collection itself, and the DBMS that controls it. These examples underline just how critical these systems are to managing precious data.
Technology keeps advancing.
